Globally, stream daylighting is recognized as a prominent urban planning strategy to make cities prepared for in the face of climate change. In Ankara, Türkiye, historical urbanization and water management practices have led to the burial of natural streams, leading to significant challenges such as increased flooding exacerbated by climate change, pollution, and ecological degradation. Despite the urgency of these issues, actions to address the consequences of stream burial in the city remain limited. This study investigates the challenges to implementing stream daylighting in Ankara, analyzing diverse perspectives to reflect the multifaceted nature of the issue. Using primarily qualitative research methods, it adopts an integrated framework combining content and thematic analysis. The research begins with a global review of stream daylighting strategies, categorizing findings into three themes: (i) drivers, (ii) challenges, and (iii) actions derived from project-based case studies. Subsequently, semi-structured, in-depth interviews were conducted with stakeholders, including representatives from public authorities, non-governmental organizations, and academic institutions, to explore how the challenges observed in the case of Ankara align with or differ from those identified in the literature. The results classify the challenges to stream daylighting in Ankara, revealing challenges such as project mismanagement, financial constraints, institutional limitations, and local-specific factors like geological risks, jurisdictional overlaps, and public resistance. The study underscores the importance of multidisciplinary planning, effective governance, and sustainable design approaches tailored to Ankara’s unique ecosystem. It offers actionable recommendations for stream daylighting, contributing to both mitigating the adverse impacts of climate change and enhancing urban adaptation strategies.
