International student mobility data for research and practice

With rising international student numbers, International Student Mobility (ISM) has become asignificant topic for researchers, practitioners, and policymakers worldwide. Effectivelymanaging and investigating ISM requires clear, accessible, and comparable data sets based onshared definitions of ISM. Currently, inconsistencies in such definitions hinder the aggregationof ISM data from various sources, which in turn affects how ISM data can inform managementdecisions at both institutional and national levels. Divergent definitions of ISM and the use ofconflicting data sources lead to ineffective national policies and weak ISM management at theinstitutional level. In particular, recent trends in the enrollment of students from diversebackgrounds (e.g., refugees and migrants who are either temporary or permanent residents ofhost countries) categorized as “internationally mobile students” complicate ISM managementat the meso or national levels. This also skews global ISM statistics due to inconsistent practicesregarding the inclusion or exclusion of migrant data across different countries. Consequently,there is a pressing need to refine and redefine ISM by distinguishing various forms of mobilestudents and establishing consistent and systematic data mapping for ISM on a global scale.This will enhance the comparability and accuracy of ISM data, facilitating effective policyadvising targeted at different types of mobile students.
