This thesis aims to explore local dynamics in the development and implementation of poverty alleviation policies specifically designed for seasonal agricultural workers in Ankara. The fact that seasonal agricultural workers are “on the move” should be considered as one of the most crucial factors of their vulnerability. Over the past decade, many public institutions have assumed the critical responsibility of improving their living and working conditions. This task falls to various government bodies, including ministries, provincial and district governorships, and local governments. However, only a limited number of organizations argue that a more unified effort is to bring about notable change. In that sense, it is crucial to highlight all relevant actors and relationships to trace the coordinated implementation of the deliberate remedial programs. This study draws its analysis from fieldwork conducted in Polatlı district of Ankara. Based on the findings of the fieldwork, it explores the centrality of local governments in implementing and collaborating on poverty reduction policies. By framing the collaborative effort, this research aims to highlight the need for coordination and cooperation between local governments, civil society organizations and private initiatives at the local level. Accordingly, the thesis argues that local actors are essential to empower communities by effectively addressing their specific needs and concerns. It also discusses poverty reduction strategies that respond to community needs from a local governance perspective. Thus, the thesis aims to contribute to the relevant literature emphasizing the role of local governments in poverty reduction and community development.
