Political Economy of Türkiye-Serbia Relations (2000-2024)

This thesis examines the political economy of the relations between Türkiye and Serbia from 2000 to 2024, focusing on the development of bilateral relations within the context of the neoliberal restructuring of both states, changing regional and international dynamics. Through an exploration of the two states’ paths towards market liberalization, this study demonstrates Türkiye's prior integration into capitalism and Serbia’s post-conflict transition. Additionally, it analyzes how Türkiye’s outward-oriented economic strategy, complemented by infrastructure investments, institutional mechanisms, business networks, and trade agreements, has been used to upgrade its involvement in Serbia's economy. On the other hand, Serbia's desire for a multi-vector foreign policy, along with its need for foreign direct investment has provided space for Turkish capital to enter diverse sectors, ranging from construction and retail to manufacturing. This thesis also assesses how regional geopolitical changes have opened up space for cooperation within Western-dominated frameworks. The thesis concludes that despite political divergences, economic ties have grown, but there continue to be bounds imposed by their peripheral position in the international order.
