Climate change is increasingly making cities more vulnerable, while enhancing urban resilience plays a critical role in adaptation processes. Cities contribute to climate change through greenhouse gas emissions while simultaneously being directly exposed to its adverse effects. This bidirectional relationship between cities and climate change frames climate action within two fundamental dimensions: mitigation and adaptation. Without underestimating the synergetic relationship between these two dimensions, this study particularly focuses on the adaptation aspect of cities. This review article examines the concept of urban resilience within the framework of climate change adaptation, emphasizing spatial planning and governance. The study first establishes a theoretical framework by discussing the impacts of the climate crisis on the future of cities through the lens of adaptation and resilience. It then systematically outlines the essential urban steps required to enhance climate resilience. In this context, it addresses key themes such as urban risk profiling, public health, alternative water resource management, urban heat island mitigation, blue-green infrastructure solutions, resilient transportation systems, strengthening urban technological infrastructure, effective climate governance, and community-based transformation processes. Finally, the article focuses on integrating climate action plans with spatial planning to ensure the practical implementation of adaptation strategies in urban environments.
