TRANSFORMATIVE POWER OF THE INTERNATIONALIZATION OF HIGHER EDUCATION: THE CASE OF RESEARCH UNIVERSITIES IN TÜRKİYE

This thesis will examine the following question: How did the Erasmus+ Program contribute to the internationalization policies in the case of Turkish higher education between 2021 and 2023 from the perspective of education diplomacy? In response to this question, my argument is that Erasmus+ Program contributes to the internationalization of the Turkish higher education through learning mobility under four main themes which are soft power and image building, policy and institutional collaboration, cultural exchange and understanding, and academic collaboration from education diplomacy perspective. Within this framework, the analysis will be made through interviews. Among Turkish research universities, three state universities from each level will be analyzed for sampling. These universities will be Middle East Technical University, Ege University and Atatürk University. Choosing these universities, the aim has been to have universities from different regions of Türkiye to get more accurate results for the Turkish HE case. The findings from interviews with students, academic staff who participated in the Erasmus mobility program and staff that work at International Relations Offices will shed light on the contribution of the Erasmus program to the internationalization of the Turkish higher education. The findings will give an overview of the impact of the Erasmus mobility program, the EU projects, and international partnerships of Turkish higher education institutions. Official documents and secondary resources will provide detailed information about internationalization policies and process of Türkiye and its relations with Europe.
