Discourses on Megaprojects and Urbanism in the Turkish Republic: An Analysis of Atatürk Forest Farm and Canal Istanbul

Construction and urban policy can be understood as having played an important role in the Turkish Republic, especially the planning and construction of important buildings and districts of cities, both in the early Republican period in the construction of a new area of Ankara as a capital city, as well as in the current period in the construction of a new area of Istanbul, as a node for an emphasis on urbanism and the attraction of global investment. In both cases, certain megaprojects, as well as how these megaprojects have been discussed, can be seen as exemplary of the perspectives the two periods had on urban policy. With this as a backdrop, this thesis applies a discourse theoretical approach to an analysis of discourse on megaprojects that includes a discussion of both written and audiovisual materials. This thesis compares discourses on megaprojects in the early Republican period and the current period, focusing specifically on Atatürk Forest Farm in Ankara in the early Republican period, and the Canal Istanbul project in the current period. These two projects are analyzed in the sense of how they can be understood in the context of two perspectives on urban policy in the Turkish Republic, particularly the perspectives of modernism and neoliberalism, as well as how these two concepts can be understood within the wider context of urban policy.
