A MULTI-LEVEL ANALYSIS OF SYRIA'S REGIME SECURITY STRATEGY IN RELATIONS WITH TURKEY (1990–1998)

This thesis examines the relations between Damascus and Ankara from the perspective of the Syrian regime security between 1990 and 1998. By incorporating a multi-level analysis to understand how the regime's concerns have shaped events, the study aims to enrich the literature on Syria-Turkey relations, as there has been little focus on the Syrian regime security perspective. After analysing the period across three levels – international, regional and domestic – the study concludes that systemic and domestic developments, along with Turkey's policies regarding these issues, generated concerns about the security of the Asad regime. This led Syrian decision-makers to formulate policies that concerned Turkey and created a security dilemma, ultimately resulting in a crisis in October 1998.
