This study aims to explore the representation of women in leadership in higher education, and the factors that enable or hinder women’s progression and sustained presence in leadership positions. The persistent gender disparity and underrepresentation of women in higher education leadership as well as the associated forms of inequality are examined through the glass-ceiling, a phenomenon which is widely recognized in research on gender inequality. To gain further insight into how this phenomenon and gender disparity unfolds in Turkish higher education context, a sequential explanatory mixed-methods study has been conducted to analyze the gender distribution in leadership across public and foundation universities in İstanbul, Türkiye for the period between 1993 and 2024, and to examine the enablers and barriers affecting women’s progression into leadership roles. The quantitative data on gender distribution is further explained by the qualitative data to provide a comprehensive understanding of the fundamental factors that enable women to attain and sustainably maintain leadership roles, and the barriers that impede their progression. Adopting Amartya Sen’s Capability Approach, this study aims to contribute to the ongoing endeavor to achieve gender parity in academic leadership.
