This study examines Azerbaijan’s relations with its neighbors during Ilham Aliyev’s presidency within the framework of political, economic, security, and socio-cultural dimensions. The main aim of the thesis is to deeply understand the role of Azerbaijan’s foreign policy in the regional and international system during Ilham Aliyev’s presidency. The research aims to explain why Azerbaijan’s relations with neighboring countries have different and complex dynamics. This complexity arises from the combination of various factors such as regional security concerns, the strategic importance of energy resources, the historical legacy of relations, and cultural ties. The thesis aims to provide a comprehensive perspective on foreign policy formation processes by analyzing the motivations behind these multilayered relationships and how Azerbaijan makes strategic decisions within these dynamics. Eventually, this thesis aims to make a significant contribution to literature. In existing academic studies, Azerbaijan’s bilateral relations with neighboring states have generally been addressed in a fragmented manner or focused on specific issues. However, this thesis will provide a comprehensive picture by analyzing Azerbaijan’s relations with all its neighbors in a holistic manner, including diplomatic, security, economic, and socio-cultural dimensions. This integrated analysis will reveal the unique dynamics of each relationship with the neighbors, while also showing the place of these relationships within Azerbaijan’s overall foreign policy strategy and how they interact with each other. Thus, by adding a new dimension to field studies and foreign policy analyses, it will help policymakers and researchers develop a deeper and more contextual understanding of Azerbaijan’s foreign policy behaviors.
