The water-food-energy nexus approach to planning and governance: the case of Konya Closed Basin

Population growth, rapid urbanization, climate change, the need for resource efficiency, and shifting supply-demand dynamics create complex interconnections across the water-food-energy (WFE) sectors. Addressing these challenges requires strengthening synergies and minimizing trade-offs among the WFE sectors as a basis for more effective planning-governance. Adopting a nexus approach provides an integrated framework that enables more coherent, coordinated and sustainable planning-governance of the resources in the WFE sectors. This thesis examines the relationships embedded in the planning-governance processes of the WFE nexus, with particular attention to risks, resources footprints and management practices. In this context, the WFE nexus approach is evaluated through a hierarchical analysis process at the scales of national level (official statistics), basin level (surveys) and regional level (in depth-interviews) as well as documentary analysis. To explore the multi-scalar application of WFE nexus, this study evaluates the flexible inter-scale dynamics across Türkiye, Konya Closed Basin (KCB) and Konya-Karaman Region. It further examines how the nexus approach is applied and operationalized at different scales within the country’s planning-governance system, providing insights into the challenges-opportunities of multi-level implementation. This multi-scale evaluation constitutes one of the original contributions of the research, highlighting both the adaptability of the nexus approach and its potential to inform more integrated and effective planning-governance of WFE sectors. The findings reveal the need for a flexible paradigm shift regarding planning-governance processes. The main outcomes of the thesis include policy recommendations regarding the planning-governance processes of the WFE nexus approach system, which can serve as a guide for Türkiye, using the case of the KCB.
