The aim of this thesis is analyzing the firms within METU Technopolis which continue their human resources practices without human resources department or employee for more than 15 years within the framework of institutional work and institutional maintenance. The Human Resources department plays a significant role in attracting the right quality and quantity of people, developing the knowledge, skills, and abilities of employees, and retaining employees within the organization. The study aims to understand maintenance of human resources practices by the firms who do not have human resources department and continue their activities within METU Technopolis which is a highly dynamic, competitive, and international environment. Findings of research which are obtained through a qualitative analysis of the data came from interviews with institutional actors. Findings obtained at the end of the research process reveal the mechanism that provides institutional maintenance. Findings of research show that institutional maintenance practices are continued by three determiner mechanisms, three facilitator mechanisms, one external mechanism and a main mechanism. "Strategic conscious smallness‘‘, "horizontal organizational structure‘‘, "lack of experience with HR department‘‘ are the determiner mechanisms. "Social relations instead of contractual ones‘‘, "direct and unmediated relationships between employees and employers‘‘, and "ease of supervision within the firms‘‘ are facilitator mechanisms. Determiner mechanisms not only produce facilitator mechanisms but also directly produce the main mechanism, ‘‘distributed agency‘‘ as well. Three facilitator mechanisms play a facilitator role for continuance of main mechanism in addition to reproducing each other. Externally outsourced Human resources service outside of the organizations act as an external and supporter mechanism. As a service outsourced externally from the firms, outsourcing HR function plays a supporter role for the continuation of all mechanisms.
