This study explores the role of İhtiyaç Haritası (Needs Map) operations as a social cooperative during the recovery period following the 6 February Earthquakes in Türkiye. It focuses on how, as a social cooperative, Needs Map responded to the disaster by meeting the recovery needs of the earthquake-affected region and communities through its national and international collaborations, data-driven and map-based technology and a variety of crucial services it provided in response to the these earthquakes. Through qualitative research, semi-structured interviews were conducted with 11 Needs Map members. This study examines Needs Map recovery response to the 6 February Earthquakes in terms of its partnerships, projects, intervention strategies, and their contribution to policy development. The findings reveal that Needs Map responded to the recovery needs and also has the potential to play a critical role in shaping a participatory and inclusive policy framework. By placing the case within the broader context of social policy and disaster response, the study emphasizes the critical role of social and solidarity economy actors, which can lead to change in disaster management. The thesis concludes with policy recommendations for the development of policies on disaster management.
