Decarbonization goals, the use of renewable energy, and digitalization are all driving significant developments in Türkiye's electricity distribution sector. This change requires not only new technologies but also changes in the workforce through the development of "green skills," which are knowledge, abilities, and values that support environmentally friendly practices. Based on the idea of a just transition, which stresses fairness and inclusion, this thesis looks at how developing green skills could assist the sector meet its sustainability goals. Utilizing a qualitative research design, the study integrates a comprehensive literature review with semi-structured interviews with various stakeholders, including technical personnel, policymakers, training providers, and regulators. Inductive thematic analysis shows that green skills include both technical skills, like managing smart grids and integrating renewable energy, and transversal skills, like problem-solving, working with others, and thinking about systems. The results show that developing green skills can help with social inclusion, operational efficiency, and sectoral competitiveness, but there are still big problems to solve. These include unclear ideas, lack of training facilities, reluctance to change, and financial and regulatory obstacles. The study shows how important it is to have coordinated policies that connect environmental goals with labor market dynamics, as well as capacity-building programs that are specific to each sector and region. Policy suggestions stress the need for changes to the curriculum, cooperation among stakeholders, and support from institutions to make sure that workers are ready for the changing green economy. The thesis enhances the academic discourse on sustainable workforce transformation in emerging economies and informs practical policymaking to facilitate Türkiye's equitable transition by delineating essential skill sets and development mechanisms.
