This thesis addresses the need for responsible design and development of artificial intelligence (AI) technologies that are rapidly integrating into every aspect of life. With this rapid integration, the influence of stakeholders’ value profiles on ethical decision-making and responsible AI (RAI) development has emerged as an important area of research. For developing RAI, it is essential to consider not only technical requirements but also ethical values. Human values (HV) significantly influence stakeholders’ ethical decision-making processes. Schwartz’s theory classifies HVs along the axes of Self-Transcendence/Self-Enhancement and Openness to Change/Conservation. This theory offers a framework to analyze HVs such as hedonism and power in stakeholder value profiles on RAI development. This thesis explores how stakeholders’ ethical decision-making in AI relates to their HVs. The research includes a literature review, the selection of an appropriate value assessment approach, and an evaluation of stakeholders’ values and the ethical dimensions of AI projects, based on a survey of 83 AI practitioners. Findings show there is no significant relationship between stakeholders’ HVs and EVs. Stakeholders’ age, gender, education level, and the location of their organization may slightly influence their ethical decisions. The context was found to be effective in prioritizing ethical values. The results indicate that making ethical decisions involves a complex process. This study highlights often overlooked ethical values in RAI development, shows varying stakeholder ethical priorities, and emphasizes the link between ethics and stakeholders. It also aims to promote stakeholder collaboration by encouraging cooperation among stakeholders.
