Water is a valuable natural resource that is utilized economically as a necessary input for urban and recreational activities, agriculture, industry, and the production of electricity. Resource-intensive activities, global environmental change, population growth, economic development and changing consumption patterns lead to a decrease in water availability. Making sure there is sufficient water for usage in every sector of society while maintaining environmental flow is a major concern today. One of the effective framework for sustainable water management is the circular economy (CE) which is an alternative to the conventional linear economy (make, use, discard), economic actors maintain resources useable for as long as possible by extracting the greatest value from each usage before regenerating at the end of each product's life. The alternative technologies and methods that enable the change in priority from the use of new non-renewable water resources to the reuse of wastewater and renewable water resources are the principles of the CE for water. CE studies at the macro level have a great importance in the development of policy strategies. The aim of the study is to evaluate the water centric CE alternatives among industry, urban and agriculture at the macro level in the Lower Porsuk Basin which is a semi-arid watershed in Türkiye. Lower Porsuk basin is included in Eskisehir province with a population of close to one million and intensive agricultural activities. The ratio of Eskişehir's agricultural area to the total area of Eskişehir is 41.09% with 548379 ha of agricultural area. Also, it ranks second in Turkey in sugar beet production, which is one of the most water-consuming plants. In addition to urbanization and agricultural activities, Eskişehir Organized Industrial Zone, which is the second largest organized industrial zone in Türkiye is located in the study area. Water-centric CE strategies that includes synergies between urban, agricultural and industrial water demands and wastewater potentials were developed among these elements. Watercentric CE strategies were evaluated with Multi-Criteria Decision Making (MCDM) methods using environmental and economic performance indicators. The results show that in the most preferred alternative in period that contains April, May and June, most of the domestic wastewater was used for agriculture, around 5% for park irrigation. In the organized industrial zone, about 10% of the industrial wastewater was used internally, while the rest was discharged.
