Technology is rapidly evolving, and many organizations must adapt to this rapid development. Cloud computing, one of the most important aspects of technological advancement, is also part of this digitalization. All organizations want to benefit from cloud computing because it offers many advantages. Scalability, cost-effectiveness, and flexibility are just a few of them. While large and corporate companies can take steps to benefit from these advantages, small and medium-sized enterprises (SMEs) may face different challenges. This situation inspired this thesis, aiming to create a migration structure suitable for SMEs. In considering this process, the limited financial and technically equipped personnel resources of SMEs, as well as their security concerns, have been taken into account. SMEs generally have doubts due to these reasons, and this thesis aims to offer a more suitable method for them to take this step. This framework offers benefits to SMEs in transitioning to a technological infrastructure, planning this migration financially, and preparing their operations accordingly. Each proposed step has been considered according to the needs of the SME, taking into account their limitations. Work has been done on both the technically necessary security measures and the cultural and strategic actions that need to be taken at the business level. While these studies are presented for large corporations, they are not available for SMEs; since existing studies do not consider the needs of SMEs, this framework aims to fill this gap.
