The primary objective of this study is to examine the structural flaws in the design of national policy documents aimed at combating child labour in Türkiye within the framework of a qualitative research. The study aims to analyse how institutional roles, forms of participation, and governance structures are shaped in policy design by considering the perspectives of institutions involved in the policy document preparation process, those with limited contribution to the process, and those excluded from the process. Within the scope of the research, national legislation, international regulations, and two national policy documents related to combating child labour were examined using document analysis methods. This examination aimed to reveal the framework regarding the institutional structure, role definitions, and stakeholder participation envisaged in the policy documents. However, in order not to be limited to document analysis, in-depth semi-structured interviews were conducted with institutional actors involved in the policy design process at different levels. The interviews provided an opportunity to understand how institutions perceived their position in the design process, at which stages their contributions were limited, and how they assessed the design gaps that emerged in the policy documents. Thus, qualitative data revealed participation inequalities, role ambiguities, and design errors that were not apparent in document analysis. Research findings indicate that policy documents are largely prepared using a centralised approach; the participation of social partners, civil society and academia remains limited; and uncertainties in institutional role definitions weaken policy design. Furthermore, it has been determined that policy documents contain significant design deficiencies in terms of socio-economic context, sustainability, gender, data infrastructure, and oversight and enforcement mechanisms. The study makes a unique contribution to the literature by examining policies to combat child labour not through their implementation outcomes but through the design process and institutional perspectives.
