ARTIFICIAL INTELLIGENCE POWERED CAREER GUIDANCE: THE CASE OF TURKISH EMPLOYMENT AGENCY (İŞKUR)

This study aims to develop an applicable model proposal for the integration of artificial intelligence technologies into the career guidance services of the Turkish Employment Agency (İŞKUR). The research is based on a systematic review of international best practices, an exploratory survey conducted with member institutions of the World Association of Public Employment Services (WAPES), and semi-structured interviews with İŞKUR personnel. The cases of Finland, South Korea, and France were analyzed in depth; international trends were assessed through the survey conducted with WAPES member countries; and local needs were identified through interviews with İŞKUR staff. The findings indicate that while artificial intelligence technologies are becoming increasingly widespread in public employment services, significant challenges persist, including data quality issues, limited technical capacity, and algorithmic bias. The proposed model is grounded in the principles of human–machine collaboration, gradual implementation, and ethical and responsible use.
