Cities are dynamic structures characterised by complex systems and constant change. Historical layers, alongside physical, economic, and socio-cultural environments, constitute the components of this system. Contemporary conservation approaches address cultural heritage areas as a multifaceted whole, integrating urban heritage conservation with development. The interaction of diverse components, spanning from physical structure to social usage, shapes the place character. However, within the evolving urban structure, this character is significantly affected by urban changes. Urban transformation decisions are among the primary drivers of this change. These interventions often interfere with the historic urban landscape, potentially leading to the loss of cultural values and the weakening of the distinctive character. This thesis evaluates the transformation processes through the case of Nevşehir Castle and the surrounding settlement area. Initially declared an urban transformation zone, the area was evacuated, revealing historical rock-carved structures. It was subsequently registered as a third-degree archaeological conservation site and designated a renewal area under Law No. 5366, opening it to new interventions. While recognizing the multi-dimensional nature of place character, this study specifically focuses on the transformation of spatial configuration to evaluate the impact of legal decisions on the site's character. Following the introduction, the second chapter defines the place character and establishes the theoretical framework through a literature review. The third chapter details the historical development and current status of Nevşehir Castle and its surroundings, while the fourth chapter analyzes how the transformation decisions have altered the area's physical fabric and character.
