THE EFFECTS OF CHARGES FOR DEVELOPMENT RIGHTS ON URBAN AREAS: THE CASE OF ÇANKAYA DISTRICT IN ANKARA

An increasing urban population creates constant pressure on urban land, and service providers need new financial sources to lift that urban burden. Globally, as policymakers look for new ways to raise funds, international organisations suggest governments to capture urban rents created by public decisions. In this context, an instrument known as charges for development rights was added to the urban planning legislation in Türkiye in 2020. The main aim of this new instrument was to enable the capture of the unearned increment created by plan modifications approved by plan-making authorities. In this research, local plan modifications approved by municipal councils in Ankara between 2016 and 2025 have been focused on to evaluate the impacts of the charges for the development rights tool. The analysis also highlighted previous applications by municipalities and identified the most affected neighbourhoods. Case study findings are blended with international examples of other land value capture policies, and a series of recommendations have been prepared to preserve the natural flow of urbanization without creating additional urban load while maintaining the integrity of the plan.
