Among the methods of combating climate change, the adaptation and mitigation strategies developed by countries have led to transformations in the approaches and implementation methods for different sectors such as buildings, transportation, waste, agriculture, land use, and energy. The Net Zero Carbon (NZC) approach, which is frequently encountered in the context of buildings and the environmental scale, is a practically new approach that highlights the need for countries to commit to high emission reductions on a sectoral basis. NZC is defined in each country with its own implementation criteria and capabilities, and there is no complete definition or implementation model. This study is based on Local Climate Change Action Plans (LCCAPs) and emission reduction actions prepared by municipalities, provinces, and districts in Turkey, Net Zero Cities Contract (CCC) actions, and Sustainable Development Goals (SDGs) in order to create an implementation model. The study aims to create a system that enables the cross-scale measurement of the integration of the NZC approach at the building and environmental scales through Sustainable Energy and Climate Action Plans (SECAP) for Turkey. 30 metropolitan municipalities in Turkey and the district municipalities were included in the study and examined in terms of their mitigation and adaptation commitments on international platforms and their net zero emission targets for 2030/2053. The proposed NZC integration matrix evaluates the implementation parameters of the relevant municipality at the building, environment, and building + environment scales. The results of this thesis highlight the need for scaled-up actions and an integration model towards NZC targets, and support the creation of a basis for an NZC implementation guideline that can be used towards the 2030 and 2050 emission reduction targets.
