INTEGRATION OF CLIMATE ACTIONS: ASSESSING ADAPTATION-MITIGATION INTERACTIONS IN TÜRKİYE'S CLIMATE ACTION PLANS

This thesis examines how interactions between climate change mitigation and adaptation are addressed within national and local climate action plans in Türkiye, with a particular focus on the urban policy context. The study reveals that, although mitigation and adaptation are increasingly acknowledged as interconnected policy domains, their integration in planning practice remains largely fragmented and conceptual. Based on a qualitative analysis of national climate strategy documents, selected metropolitan climate action plans, and expert-supported assessments, the findings indicate that significant interaction potentials—especially in urban systems such as buildings, transport, land use, and infrastructure—are not systematically identified or operationalized. The thesis highlights the need for more explicit, interaction-oriented, and design-sensitive planning approaches to support coherent and integrated urban climate action in Türkiye.
