This article examines the limits to New Public Governance in Türkiye by asking why the NPG-like disaster management architecture could not be effectively translated into service delivery following the 6 February 2023 earthquakes. Suggesting establishing a link between political dynamics and NPG, the article argues that the Turkish case is an example of ‘instrumental NPG’, where the NPG appears as a politically constructed façade lacking its substantive features. To explicate, trust is employed as a mediating variable to identify the politically conditioned practices of participation and collaboration during the emergency response phase of the 6 February earthquakes.
