Global climate change and rapid urbanization exert significant pressure on water resources in metropolises like Ankara, making it increasingly difficult for the centralized municipal water supply to meet rising demand. This study aims to determine the rainwater harvesting (RWH) potential of public buildings (hospitals, schools, administrative, military, and public service buildings) in Çankaya district of Ankara and to analyze how much these systems contribute to the overall urban water resilience of the district in the face of climate change. In the research, a baseline analysis was conducted focusing on the historical data from 1995–2024; subsequently, near-future projections for the 2031–2060 period were developed using RCP 4.5 and RCP 8.5 scenarios. The Gould and Nissen-Petersen formula was employed to calculate the rainwater harvesting potential. The findings indicate significant differences in “municipal water substitution capacity” among different building typologies, depending on roof area and water use intensity. Climate scenarios demonstrate that despite changing precipitation patterns, RWH systems contribute to water sustainability as a decentralized water management strategy. This study provides a data-driven framework for public buildings to support long-term water sustainability through decentralized infrastructure, and emphasizes that RWH systems remain a critical alternative to enhance urban water resilience against future climate conditions.
