This research investigates the post-disaster recovery efforts by critically evaluating recent reconstruction attempts in Kahramanmaraş following the major earthquakes. Although the "Build Back Better" (BBB) principle is globally recognized, post-disaster interventions frequently prioritize rapid physical reconstruction over long-term socio-ecological transformation, revealing a critical gap in linking Disaster Risk Reduction (DRR) with wider aspects of resilience including Climate Resilience (CR) to achieve a more cohesive urban policy. The research establishes a conceptual foundation between DRR and CR processes, defining parameters for an integrated, climate-resilient BBB framework. Utilizing a critical evaluation methodology, the study assesses the extent to which the current reconstruction trajectory in Kahramanmaraş aligns with this framework. To enhance understanding, global examples and other Turkish case are compared to examine the results of permanent reconstruction efforts and this process. Empirical insights are drawn from semi-structured expert interviews with urban planners, policymakers, and specialists, capturing professional evaluations of current practices on the ground. Drawing on expert interviews and field observations, this study compares the structural, socio-cultural, and governance impacts of three transformation methods: reserve areas, TOKİ developments, and on-site transformation projects. Findings indicate that while reserve areas provide structural solidity through top-down implementation, on-site transformations are stronger at integrating local dynamics. Conversely, TOKİ projects are often criticized for prioritizing speed over ecological and qualitative standards. Ultimately, the research delivers actionable policy recommendations to shift post-disaster recovery from short-term rebuilding toward long-term urban resilience.
