Capitalism had gone into a new global trend as a result of substantial crisis emerged in the beginning of 1970s. Services sectors and ICTs had essential roles in this trend. At this historical context, a new global governance regime on ICTs has put on the world's agenda by the developed countries in the 1980s. The new regime inspired by neo-liberal globalization policies, bases on opening domestic markets to international competition, liberalization of the public sectors by means of privatization and deregulation, and unbundling the conventional sectorial linkages to enable penetration of foreign capital. This neo-liberal idealist approach has become dominant ICTs policy framework in almost all of the developing countries by the assistance of international organizations like te WTO, WB, and IMF in 1990s. However, this new regime has not lead to constructive results for the developing countries. On the contrary, the industries of these countries have been damaged by violent competition of huge multinational corporations. This is the case for Turkey as well. In the discourse of mainstream policy approach, foreign capital is regarded as the prerequisite of technological improvement. It is as if technological development had never taken place with out foreign capital. However, the case of TELETAŞ proves the opposite of these claims. Foreign capital has never brought new technologies to TELETAŞ, but caused to vanish existing technological capabilities. For this reason, in order to increase national capabilities in international competence, local industries should be encouraged and supported.
