Likewise many other developed and developing countries, a national Technology Foresight Program was carried out in Turkey under the name of Vision 2023. This paper analyzes and discusses the Vision 2023 Technology Foresight Program from a contextualist perspective. The contextualist perspective suggests relationships between the context, content and process of change; and thus proposes that any change activity should be designed, organized and implemented by considering these relationships. This viewpoint is seen as a necessary condition for the achievement of change in organizations and society. In this respect, the Vision 2023 Program is considered in its own national and organizational contexts by discussing (i) how the factors in these contexts affected particular decisions taken on the content and approaches adopted in the process and (ii) how problems emerged when these relationships were dismissed. Through the analysis, the paper suggests that a Foresight program should be organized, designed and practised by considering the effects of the external contexts (e.g. national, regional and/or corporate contexts) and structural and behavioral factors stemming from these different context levels along with the nature of the issue being worked on, which constitute the content of the exercise.

Causal relationship between construction investment policy and economic growth in Turkey
Ozkan, Filiz; Ozkan, Omer; Gunduz, Murat (Elsevier BV, 2012-02-01)
The construction industry in countries experiencing severe economic crisis has vital importance to get out of stagnation because of its direct relations with 200 different sectors. In this study, the relationship between the construction growth data (infrastructure, building and residential (public), building and residential (private) investment) and gross domestic product (GDP) is examined for Turkey. To this end, Engle-Granger cointegration, error correction model (ECM) and Granger causality tests were ap...
To innovate or to transfer? A study on spillovers and foreign firms in Turkey
LENGER, AYKUT; Taymaz, Erol (Springer Science and Business Media LLC, 2006-04-01)
FDI has been considered by many development economists as an important channel for transfer of technology to developing countries. It is suggested that modern, advanced technologies introduced by multinational firms can diffuse to domestic firms through spillovers. In this paper, we study innovation and technology transfer activities of domestic and foreign firms in Turkish manufacturing industries, and the impact of horizontal, vertical and labor spillovers on these activities. Our analysis shows that fore...
ATTITUDES OF PHARMACISTS TOWARDS E-PHARMACY APPLICATION: A WORK IN PROGRESS RESEARCH ON MEDULA PROJECT
Sezgin, Emre; Alasehir, Oguzhan; Özkan Yıldırım, Sevgi (2011-05-05)
In Turkey, there have been a number of projects conducted to provide health services by information and communication technologies (ICT). The aim of these projects is to provide health services in the best form and establishing a network among patients and health foundations. Although these systems provide useful functionalities in theory, they have been frequently questioned for user acceptance of these functionalities in practice. In this study, a web-based application which is used by pharmacists named a...
No escape from the dominant theories: The analysis of intellectual pillars of technology management in developing countries
BEYHAN BOZKIRLIOĞLU, BERNA; ÇETİNDAMAR KOZANOĞLU, DİLEK (Elsevier BV, 2011-01-01)
This paper aims to identify the intellectual bases of the technology management (TM) literature generated in developing countries using citation and co-citation analyses and answer the question of whether the intellectual bases of the TM literature created by authors in developing countries diverge from those of the global TM literature. Based on a comprehensive bibliometric analysis of ten technology-innovation management (TIM) specialty journals through the period of 1998-2007, this study produces three i...
Foreign ownership, competition, and survival dynamics
Taymaz, Erol (Springer Science and Business Media LLC, 2007-08-01)
The impact of foreign direct investment on host countries' industrial sectors has received considerable attention. It is shown by many researchers that foreign plants are more productive than are domestic ones, but the empirical evidence regarding spillovers is not unambiguous. In this paper, we suggest that the impact of foreign direct investment on local industry hinges on the dynamics of foreign and domestic plants-i.e., on entry and selection (exit) processes. Our analysis of foreign investment and comp...
