Due to the scarcity of the spectral resources and mobility of the portables, the call attempts may be blocked during call initiation or terminated during the hand-off process. When the blocking ratio exceeds some grade of service level, the capacity of the congested cell must be replanned using the call attempt data. However, most of the time, the measurements are inflated by the redials and the retrials. During the replanning process, the first step should be to calculate the effective load from the measured cumulative call statistics. In this paper, we provide simple-to-implement analytical models that compute the average number of retrials and redials per original call attempt using only the operations and maintenance center measurements. The effective load is then determined through appropriate scaling. That way, unnecessary waste of channels to sustain retrials and redials is avoided during the cellular capacity replanning phase.

Measurement-based replanning of GSM cell capacities considering retrials, redials and hand-offs
Onur, Ertan; Ersoy, C; Caglayan, MU (2002-01-01)
During the optimization of a Global System for Mobile Communications (GSM) network, the operations and maintenance center (OMC) measurements are of significant importance. Because of false predictions, the capacity planning of a cell may be done inaccurately. If the capacity of the cell is not adequate to handle all of the busy-hour requests, the requests are not granted a channel and users are blocked. Thus, when the blocking ratio is high, the cellular capacity should be replanned. However, the capacity p...
Investigation of Dynamic and Static Effects on Earthquake Triggering Using Different Rate and State Friction Laws and Marmara Simulation
Sopacı, Eyüp; Özacar, Atilla Arda (null; 2020-05-04)
The clock of an earthquake can be advanced due to dynamic and static changes when a triggering signal is applied to a stress-loading fault. While static effects decrease rapidly with distance, dynamic effects can reach thousands of kilometers away. Therefore, earthquake triggering is traditionally associated to static stress changes at local distances and to dynamic effects at greater scales. However, static and dynamic effects near the triggering signal are often nested, thus identifying which effect domin...
Optimized Asymmetric Cooperation for Downlink Cloud Radio Access Network under per-Base Station Data Transfer Constraint
Kadan, Fehmi Emre; Yılmaz, Ali Özgür (2017-01-01)
Using multicell cooperation between several base stations (BSs) connected to a central processor (CP) via finite capacity digital backhaul links, the inter-cell interference, which is known to limit the standard cellular systems, can be mitigated. When all user data is sent to each BS through the CP, which is referred as the full cooperation, the interference can be perfectly eliminated, however, this may cause the capacity of backhaul links to be exceeded. In this study, it is aimed to find the optimal asy...
HandVR: a hand-gesture-based interface to a video retrieval system

Using one's hands in human-computer interaction increases both the effectiveness of computer usage and the speed of interaction. One way of accomplishing this goal is to utilize computer vision techniques to develop hand-gesture-based interfaces. A video database system is one application where a hand-gesture-based interface is useful, because it provides a way to specify certain queries more easily. We present a hand-gesture-based interface for a video database system to specify motion and spatiotemporal o...
Performance of IRI-based ionospheric critical frequency calculations with reference to forecasting
ÜNAL, İBRAHİM; Senalp, Erdem Turker; YEŞİL, ALİ; Tulunay, Ersin; Tulunay, Yurdanur (American Geophysical Union (AGU), 2011-01-27)
Ionospheric critical frequency (foF2) is an important ionospheric parameter in telecommunication. Ionospheric processes are highly nonlinear and time varying. Thus, mathematical modeling based on physical principles is extremely difficult if not impossible. The authors forecast foF2 values by using neural networks and, in parallel, they calculate foF2 values based on the IRI model. The foF2 values were forecast 1 h in advance by using the Middle East Technical University Neural Network model (METU-NN) and t...
