In today's world, many systems and approaches make it possible for us to be guided by the recommendations they provide. Personalization, which intends to resolve the problems caused by the huge amount of information around, is the main goal to be achieved by these systems. In this paper, we represent the web based recommendation system that we have developed by using personalization techniques combining machine learning with automated reasoning.

E-performance of Turkey and a new e-transformation metric system
Afacan, Gülgün; Arifoğlu, Ali; Department of Information Systems (2009)
Affected by continuous developments and innovations in information and communication technologies, governments have initiated the e-transformation process to adopt the knowledge based economy and to be competitive in global world. Throughout their journey of e-transformation, governments need to learn where they are in order to shift their position to advanced level. To assist governments in their evaluation of e-transformation, this thesis offers a metric system derived from some of the well known e-govern...
Sustainability-oriented innovation system analyses of Brazil, Russia, India, China, South Africa, Turkey and Singapore
Kılkış, Şiir (2016-09-01)
The coherency of research, development, and innovation processes are vital in promoting a more resource efficient society. Sustainability-oriented innovation systems define specific kinds of innovation systems, i.e. those that are directed to the aims of sustainable development. This paper develops an integrated method with four layers of analysis to evaluate the priorities and performances of such systems. The method is applied to a sample of emerging and innovation based economies, namely Brazil, Russia, ...
Evaluating learning management systems: Hexagonal e-learning assessment model (HELAM)
Ozkan, Sevgi; Koseler, Refika; Baykal, Nazife (null; 2008-12-01)
A considerable amount of research has been conducted on evaluating success of information systems. However, there has been little research addressing the conceptualization and measurement of elearning systems success within educational organizations. Evaluation of information systems within the growing e-learning sector is currently receiving attention, and this research study proposes a conceptual e-learning assessment model, HELAM (Hexagonal e-Learning Assessment Model). HELAM has been applied to 23 e-lea...
Investigating a Ranking of Loads in Avoiding Potential Power System Outages
Fahrioglu, Murat; Nwulu, Nnamdi I. (2012-01-01)
In this work, we consider the impact or sensitivity of loads to likely power system contingencies that would require the adoption of demand management programs and we establish a frame work for determining the most critical loads and ranking them. Moreover we develop a novel weighted average approach that can be modified to specific power system needs and determine the most effective load for a number of likely contingencies. The methodologies developed in this work are tested on a wide range of sample powe...
Wireless networking in tunnelling projects
Nielsen, Yasemin; Koseoglu, Ozan (Elsevier BV, 2007-05-01)
Emerging collaborative technologies and working methods often require tremendous engineering and organisational efforts for successful implementation of information and communication technologies (ICTs). According to a research conducted in Turkish construction industry, most of the problems that occur during the construction phase are due to lack of co-operation and communication between designers and contractors and lack of prompt expert decisions during on-site engineering. Similar to any major construct...
