Cultural Heritage is increasingly threatened by natural and human-induced hazards. This article focuses on risk governance of cultural heritage and proposes a method, namely the Heritage Resilience Scorecard, for measuring risk governance performance of organisations and agencies that work to protect cultural heritage. The measurement system is based on the concept of Mark Moore's Public Value Scorecard and consists of three elements: public value, legitimacy and support, and operational capacity. In line with the internationally accepted principles of disaster risk management of cultural heritage, specific and measurable indicators are developed for each element of the measurement system. A performance measurement framework allows organisations to conceive a sustainable value-creating strategy in terms of heritage risk governance and building resilience. Besides, it enables them to assess their risk governance performance, track progress, and identify the governance gaps. The Heritage Resilience Scorecard was tested by examining the risk governance performance of the Ministry of Culture and Tourism of Turkey. This approach provides the premise of applicability across a range of cultural settings. Moreover, international organisations can utilise this approach to understand the areas on which they can focus their attention to support capacity building of the State parties.

The inevitability of post regeneration rent increases in heritage places: The assessment of two urban renewal projects from Turkey
Özçakır, Özgün; Mıgnosa, Anna; Bilgin Altınöz, Ayşe Güliz (2018-06-29)
Cultural heritage places embody socio-cultural and economic values and as a result of which, heritage places become the subject of renewal interventions. It is evident that every renewal intervention is alteration to its values, then interventions will change the values that heritage places involve. Economic values, mostly the rent value of heritage referring to the real estate value, will also be effected by the renewal interventions. This cause and effect relationship between the renewal and real estate v...
The role of architectural heritage in the rural built environment: a case study
Başkan, Emine Gizem; Elias Özkan, Soofia Tahira; Department of Architecture (2008)
The built environment has mostly evolved under the influence of cultural heritage and has been shaped in response to our needs and resources. However, rapid changes have occurred in this environment with the impacts of globalization and mass production. The impact of these changes threatens to obliterate the unique character of rural settlements, which unlike urban areas still possess cultural identity. The aim of this study was to investigate the sustainable transmission of rural building heritage to prosp...
An evaluation of decision-making process on maintenance of built cultural heritage: The case of Visby, Sweden
Eken, Esra; Gustafsson, Christer (Elsevier BV, 2019-11-01)
Preventive conservation is a significant approach for the conservation of built cultural heritage. This approach aims to prevent major deteriorations through monitoring and a planned maintenance programme. Although Visby, as one of the most important world heritage sites of Sweden, has many governmental organizations for conservation, none has a particular focus on maintenance. This paper examines the perspective of the habitants about the maintenance of their dwellings in the World Heritage Site of Visby. ...
Rethinking cultural heritage conservation: evaluation of the treatments of former prison sites /
Acar, Melih Emre; Bilgin Altınöz, Ayşe Güliz; Conservation of Cultural Heritage in Department of Architecture (2017)
The prevailing mindset of heritage practice which was originated in the early 20th century, is so associated with the ‘thing’ that causes incompetence in responding to cultural and social demands of heritage conservation. Therefore, this thesis examines the treatments of former prison sites with the aim of revealing contemporary agents of cultural heritage conservation that are utilized to sustain and, indeed, to nurture intangible features of heritages. The discourse that is constructed around the abandone...
