One of the significant contemporary developments in the field of organization and management has been the recognition of public relations as an indispensable factor in the efficiency and effectiveness of organizations. Public relations is now considered to be one of the basic functions of management. Today, every manager is and must be responsible for the development and the maintenance of satisfactory relations with the environment in which his organization exists. Since he does not have sufficient time to carry on this function all by himself, he has felt the need to set up a public relations unit in his organization to help him and delegate his public relations duties and authority to such units. Although the importance of public relations has only recently been recognized in Turkey, today the number of higher educational institutions offering public relations courses and the number of public and private organizations which have set up public relations units are considerable. Moreover, public relations in this country has started to become a profession, as well as a discipline, which provides specialized jobs for a large number of university graduates. Publicity and press relations have been two interdependent and fundamental functions of public relations specialists. However, their meaning and importance, particularly in Turkey, have not been clearly understood yet. Our purpose in this paper has been to examine various aspects of these terms and enlighten the public relations specialists and the managers on their meaning, importance and place in public relations. After the meaning of the terms is clarified, such aspects of the subject as the types and tools of publicity, the principles and methods of communicating with the press and the evaluation of the results of publicity and press relations are examined.
