PAST, PRESENT AND FUTURE OF PLANNING IN TURKEY In Turkey, it is a matter of general agreement that the development process should and could be carried out by means of "plans". Whether the development is a "multi-dimensional metamorphosis" or not is still however a matter for discussions. One of the proofs for this lies in the fact that the Turkish plans try to solve the distributive processes as a residue of the efficiency processes. Early planning experiences in Turkey go as far back as to 1930's. Those programs collecting specific projects aimed at import substitution and based on domestic raw material inputs turned out to be relative achievements. After the Second World War, priorities of the country change due to both externál and internal effects. The "1947 Plan" reflects this fact in an indisputable manner. The new priorities were also to be indicative for the liberal period 1950-60 which is to be terminated by a military coup. From 1960's onwards 4 five-yearly Development Plans have been imple mented, the common features of which overweigh their differences. The 'future' of economic planning in Turkey is guaranteed both by the creditors' interests and by the foreign and domestic investors hoping to minimize their risks.
