CRISIS, ECONOMIC POLICIES, PLANNING AND THE STATE: A SUGGESTED APPROACH The present economic crisis in Turkey is usually seen as a product of pasi economic policies. Such a view is incomplete and misleading, mainly because it is based on an erroneous conception of the state. It is argued here that for a correct evaluation of economic policies one must first deter mine the interrelationships among the mode of accumulation and the domi nant class interests on the one hand and the nature and structure of the state on the other. After giving a brief description of basic concepts and categories cf such a framework of analysis, certain aspects of the planning experience in Turkey are evaluated within that perspective.
