Avrupa Birliği’nin Akdeniz Ülkelerine Yönelik Gençlik İş birliği Şemaları: Bir Politika Uygulama Ağı Analizi

Both the multidimensional nature of such social problems and global interdependencies have led to the diversification of actors in policy-making and implementation processes and eventual involvement of international/supranational actors in policy processes. The European Union, with its supranational character, is a global actor that is influential not only in its member countries but also in various regions beyond its borders through the various policies it develops. As a target group, youth in the Mediterranean countries have been part of the EU’s policy priorities towards the Mediterranean region and the European Union has developed and implemented youth cooperation schemes in these countries since the late 1990s. In the light of implementation networks conceptual framework, this article analyses four youth cooperation schemes developed for the Mediterranean countries as a policy implementation practice of the European Union outside its borders. The analysis, which is based on qualitative data obtained from various reports on these four schemes and nine semi-structured interviews with actors involved in the implementation network of the schemes and European Commission officials, is carried out through two mediating variables: interaction with domestic actors during the implementation phase and the level of coordination and cooperation within/between the schemes. The article argues that the policy implementation processes of the European Union outside its borders are prone to the negative influences of domestic actors, and that in the light of network management conceptualisation such a risk can be minimised through coordination and cooperation methods to be developed by the European Union.
