Mehmet Özer Kıcıman was born in Istanbul in 1931. He graduated from Istanbul American College in 1953. He received his master's degree from The University of Texas in 1954 and his doctorate from The Regents of the University of California in 1965. In 1954, he worked as an engineer at the US Illinois State Department of Transportation, and between 1954-1955 at Hazelet & Erdal Consulting Engineers, USA; He worked as a Statician at TCDD in 1955. He worked as an Assistant Professor in the Civil Engineering Department of METU Faculty of Engineering between 1966-1969, as an Associate Professor between 1969-1975, and as a Professor between 1975-1983.
