Şinasi Aksoy was born in 1942. He completed his undergraduate education at Ankara University. He received his master's and doctoral degrees from the University of Southern California. He served as Head of the Department of Political Science and Public Administration and Dean of the Faculty of Economics and Administrative Sciences at METU until his retirement in 2009.
