Disaster recovery and rescuing are challenging tasks due to the unknown parameters related with the victims in disastrous situations. Existing surveillance systems have a degree of efficiency to inform the people through the use of various communication channels about disasters and their area of effect. However, the obscureness of the rescuing process has not been resolved in desirable levels, especially for the cases where the communication infrastructure can also be heavily damaged. Thanks to the prevalent use of mobile devices installed with variety of sensors, it is possible to aid the rescue process using the mobile hand sets. In this study, a framework which focuses on reducing the time spent to locate possible victims in a disastrous situation and to expedite the medical help is presented. For this purpose a system which introduces a proactive approach using Android, WiFi P2P technology, and local/central location database synchronization is proposed. In short, the system obtains the location of the users with fixed intervals to store in both local and centralized database for authorities to query for necessary information. The information related with the neighbouring mobile devices within a specific coverage area is also stored for the cases where only some of the devices are reachable due to disasters. With these features, it is possible to consider the system as a hybrid one where both reactive and proactive approaches are employed in order to reach the most up-to-date information available. This way, the probability of reaching up-to-date information about potential victims with no connection due to damaged infrastructure is increased, since each mobile node has information about the stations within its coverage area. In addition, the emergency medical information of the user are collected via a mobile application to accelerate the medical support time. Even though the system is designed to be used in any kind of disastrous situations, the case study included in this paper is for earthquakes only. Briefly, we developed a system that can enhance the rescuing and provide fast medical support by making use of the advancements in both mobile and wireless communication technologies.

Intelligent Coordination of Multi-Robots for Victim Search Operations
Erkmen, Aydan Müşerref; Erkmen, İsmet (2009-06-29)
Exploration of unknown environments with a team of robots is a fundamentally important problem in the area of victim search and rescue operations. Leading existing works on exploration is focusing upon the coverage of an entire environment with minimum amount of time. In this paper, we present a novel goal oriented and prioritized exploration approach for victim search in unknown environments. In our approach, if robots have additional information about possible locations of ...
NEW PRIORITIZED MULTI-ROBOT EXPLORATION STRATEGY BASED ON PERCOLATION MODEL IN UNKNOWN ENVIRONMENTS
Topal, S.; Erkmen, İsmet; Erkmen, Aydan Müşerref (2009-09-11)
Exploration of unknown environments with a team of robots is a fundamentally important problem in the area of victim search and rescue operations. Leading existing works on exploration is focusing upon the coverage of an entire environment with minimum amount of time. In this paper, we present a novel goal oriented and prioritized exploration approach based on a percolation model for victim search operation in unknown environments. The percolation model is used to describe the behavior of liquid in random m...
GIS-Based search theory application for search and rescue planning
Söylemez, Emrah; Düzgün, H. Şebnem; Department of Geodetic and Geographical Information Technologies (2007)
Search and Rescue (SAR) operations aim at finding missing objects with minimum time in a determined area. There are fundamentally two problems in these operations. The first problem is assessing highly reliable probability distribution maps, and the second is determining the search pattern that sweeps the area from the air as fast as possible. In this study, geographic information systems (GIS) and multi criteria decision analysis (MCDA) are integrated and a new model is developed based upon Search Theory i...
Use of GIS as a supporting tool for environmental risk assessment and emergency response plans
Girgin, S; Ünlü, Kahraman; Yetiş, Ülkü (2002-10-16)
Although occurrence of disasters cannot be prevented completely, it is possible to minimize their hazards by taking precautions and applying effective emergency response plans. In addition to measures taken to reduce economical and human losses, an environmental dimension is required in these plans to control environmental pollution and lessen possible adverse effects on both ecosystems and human health, which in the long term may cost much more than direct disaster losses. Technological accidents triggered...
Prioritized exploration strategy based on invasion percolation guidance
Karahan, Murat; Erkmen, Aydan Müşerref; Department of Electrical and Electronics Engineering (2009)
The major aim in search and rescue using mobile robots is to reach trapped survivors and to support rescue operations through the disaster environments. Our motivation is based on the fact that a search and rescue (SAR) robot can navigate within and penetrate a disaster area only if the area in question possesses connected voids Traversability or penetrability of a disaster area is a primary factor that guides the navigation of a search and rescue (SAR) robot, since it is highly desirable that the robot, wi...
