Following the European Union's (EU) eastern enlargement and debates on the Constitutional Treaty, the Black Sea region has received increasing political, public and scholarly attention. This article examines the prospects for and the forms of economic and political cooperation in the area from the perspective of the EU as well as of the local actors. The macroeconomic situation in the region is analysed as a major factor for commercial and economic cooperation. The complex network of existing trade agreements is set in the context of national trade policies and the common commercial policy of the EU. Special attention is given to EU support for trade liberalization and regional economic integration around the Black Sea. Two specific facets of regional cooperation are considered: the initiative of creating a Black Sea Euro-region, and the modalities of inter-parliamentary cooperation. The institutional and political formats of regional cooperation are studied from an evolutionary perspective. The EU's gradual opening to multilateralism in the Black Sea area has faced the dilemnia of choosing between two models of EU involvement in the region 'political umbrella', and EU-Black Sea Economic Cooperation (BSEC) interinstitutional relationship. Both models having been tested over the last couple of years, their strengths and weaknesses have prompted the possible emergence of a new fon-nat of regional cooperation based on a 'network of networks'.

Europeanization of foreign policy: the case of Turkish foreign policy towards the Black Sea region
Ustun, Cigdem (Informa UK Limited, 2010-01-01)
Turkey's efforts to initiate an active foreign policy towards the Black Sea region in the 1990s were scuttled by Russian influence and an international environment inconducive to multilateralism. When security needs changed in the twenty-first century and the enlargement of the EU reached the Black Sea, a multilateral approach was developed for the region by local and international actors, i.e., the EU and Turkey. In this framework, this article aims to show the changes observed in Turkish foreign policy to...
The Otherness of Turkey in European Integration
Ertuğrul, Kürşad; Akcalı Yılmaz, Öznur (Informa UK Limited, 2018-01-01)
This paper discusses how Turkey's otherness to European identity, as represented by the European Union (EU), was turned into an asset during the beginning of the AKP rule. To the extent that the AKP represented the Islamic cultural other against both the secular establishment of Turkey and the EU, its promise to fulfill the Copenhagen political criteria and adopt EU norms and standards provided a possibility of a model' for the EU. This was the promise of a self-transforming cultural other becoming a part o...
European integration as colonial discourse
Polat, Necati (Cambridge University Press (CUP), 2011-07-01)
A not infrequent musing on the growing European integration is that the process may signal a historic discontinuity with the logic and functioning of the modern state, forming an alternative to the Westphalian order. This article takes issue with this notion, holding that, more accurately, the interaction in Europe between the currents of post-national integration and the nation-state may have reduced the integrated Europe to a mere parody of the nation-state. In articulating this argument, the article draw...
Transforming Turkey? Putting the Turkey-European Union Relations into a Historical Perspective
Yalman, Osman Galip; Göksel, Asuman (Uluslararasi Iliskiler Dergisi, 2017-01-01)
This article aims to provide an alternative critical reading of Turkey-European Union (EU) relations, by contending that Turkey's EU accession process has been instrumental in changing the contours of the transformation of Turkish economy and its governance as part of its neoliberal restructuring. However, the "transformative power" attributed to the EU's enlargement strategy by the EU Commission has been somewhat debatable since the 2008 global financial crisis as reflected in the slowdown of the accession...
Internally displaced persons and the Cyprus peace process
Psaltis, Charis; Cakal, Huseyin; Loizides, Neophytos; Kuşçu Bonnenfant, Işık (SAGE Publications, 2020-01-01)
The article focuses on Greek Cypriot internally displaced persons and their attitudes towards the island's reunification talks. We utilize quantitative data from two representative sample surveys, conducted in 2016-2017, which probed respondents on their views on territorial readjustments, property provisions and power-sharing. Contrary to the current findings in the literature, internally displaced persons status is associated with higher levels of support for a negotiated peace settlement. The article exa...
