R&D support programs in developing countries: The Turkish experience
Oezcelik, Emre; Taymaz, Erol (Elsevier BV, 2008-03-01)
In this study, the determinants of private R&D investment are examined at the level of firms in the Turkish manufacturing industry. We focus our attention on the effect of public R&D support programs. Our findings indicate that public R&D support significantly and positively affects private R&D investment. There seems to be even an "acceleration effect" on firm-financed R&D expenditures. Smaller R&D performers benefit more from R&D support and perform more R&D. In addition, technology transfer from abroad a...

R&D project performance evaluation with multiple and interdependent criteria
Tohumcu, Zeynep; Karasakal, Esra; Department of Industrial Engineering (2007)
In this study, an Analytic Network Process (ANP) and Data Envelopment Analysis (DEA) based approach was developed in order to measure the performance of customer-based Research and Development projects being executed in TÜB TAKSAGE, Defense Research and Development Institute, under the Scientific and Technological Research Council of Turkey. In order to evaluate project performance, many criteria, containing various subcriteria were determined. In order to handle the interdependencies among the criteria and...
R&D Project Performance Evaluation With Multiple and Interdependent Criteria
Tohumcu, Zeynep; Karasakal, Esra (Institute of Electrical and Electronics Engineers (IEEE), 2010-11-01)
In this study, we develop an approach based on analytic network process (ANP) and data envelopment analysis (DEA) to evaluate the performance of Research and Development projects. We identify a set of criteria and subcriteria having interdependencies among themselves. Interdependency is treated using a hybrid ANP model consisting of both hierarchy and network. The interval pairwise comparison matrices are constructed in a group decision-making process. ANP is extended to obtain interval weights from the int...
R and D support, innovation and employment generation: The Turkish Experience
Üçdoğruk, Yeşim; Taymaz, Erol; Department of Economics (2005)
This thesis assesses how technology policy, R&D activities and innovativeness interact to yield higher economic performance in Turkish manufacturing industries. The first aim of this thesis is to analyze the role of R&D support programs as one of the instruments of technology policy on the demand for researchers. We evaluated the impact of R&D support receiving on the demand for researchers by estimating a two stage treatment effect model that solves the problem of selection bias and found that receiving R&...
