AGRICULTUREL CREDIT IN TURKEY The objective of this study is to investigate the major problems concerning the agrieulturel credit system in Turkey and to propose the necessary measures for the improvement of credit distribution. The hypothesis put forward is that the present system has not been able to make a considerable contribution to the economic development of the country. This hypot hesis is tested with the analysis of statistical data. The article consists of three parts. First, various types of agrieulturel credit are enumarated and the amount of credit distributed is studied. In this part it is pointed out that the per capita amount of credit can not be considered as adequate for agrieul turel development purposes. In Part Two, the system of agrieulturel credit is studied. Distribution of agrieul turel credit is analyzed from different points of wiev. a) Most of the credit distributed by the Agrieulturel Bank can be considered as "short-term" credit. For this reason, almost 90 per cent of agrieulturel credit can not be used for financing long-term agrieulturel development projects. b) Number of farmers in different credit echelons is another indicaton of unba lanced credit distribution. In 1968, seventy per cent of the farmers could get less then 1000 TL. from the Agrieulturel Bank. c) Credit distribution among the agrieulturel regions creates another obstacle to agrieulturel development. On the other hand, terms of agricultural credit such as interest rate, security of loans, terms of credit, create an unfavourable atmosphere for development. In Part Three a general proposal for the reorganization of the Turkish agrieulturel credit system is formulated. Majority of the farms in Turkey are small-size family holdings with a few acres of land. In this respect, supervised credit system is vitally important. The Bank should allocate its funds to the development of agrieulturel cooperatives within the framework of supervised credit system. At the end of the Part Three advantages and disadvantages of proposed credit system are diicussed.
