EGYPTIAN-TURKISH RELATIONS BETWEEN 2013 AND 2024: A MULTI-LEVEL ANALYSIS OF FOREIGN POLICY CHANGE

This thesis provides a multi-level analysis of Egyptian-Turkish relations between mid-2013 and early 2024 within the conceptual framework of Foreign Policy Change (FPC), focusing on bilateral relations' political and economic dimensions. By integrating unit-level, system-level factors, leadership, individual dynamics, and ideational and material dimensions, the study aims to contribute significantly to the existing body of literature on Egypt-Turkey relations by arguing that the transformations that led to the thaw in relations started before 2021. Unlike most of the literature that dealt with the period between 2013 and 2020 as a monolithic phase dominated by a specific conflictual pattern, this study argues that bilateral relations within the period in question have evolved through three distinct phases—bilateral confrontation, regional rivalry and normalisation, respectively. Moreover, the study attempts to better address the Egyptian perspective regarding bilateral relations. Finally, the study contends that while unit-level factors’ influence, to some extent, overshadowed the system-level factors during the first phase, the opposite was true for the second and third phases.
