TÜRKİYE'DE İTHAL İKAMESİ VE DIŞA AÇILMA : ELEŞTİRİ

The paper attempts to refute the arguments advanced by Gûlalp Î198G) that Turkey's economic development is characterised by recurrent oscillations between an inward - looking and outward - looking model, that these oscillations have coincided with cyclical crises which emerged more or less independently of the monetary and fiscal policies followed and that presently a choice between these two models is out of question as these are not alternative strategies to be pursued at will. A critical analysis of the conceptual framework and the "historical" method employed by Gulalp is provided to illustrate that neither of them are adequate for the task. Utilising the results of empirical studies, it is shown that throughout its history Turkey has uninterruptedly implemented an inward looking development strategy. Finally, we indicate how the problem of choice between alternative strategies can be formulated.
