This thesis analyzes the projects̕ implementations of Eskisehir Greater Municipality in European City context. In this thesis, Regional and Urban Policies of European Union and their historical bases are discussed, moreover; projects of Eskisehir Greater Municipality are examined in accordance with these theoretic parts and with principles of a European City. The thesis also seeks to answer the questions such as why Turkish cities have an aim to be a European City and what should be accomplished to satisfy the conditions of European City.
