Timely completion of dam and HEPP projects is indispensable for the country, they are constructed due to economical, political and social consequences of them. Since various uncertainties and variations existed on the construction of dam and HEPP projects because of their complex nature, robust and stable schedules should be created in the beginning of the projects in order to eliminate or minimize the negative effects of them. Among the various techniques; usage of time buffer is considered as one of the most effective methods for the robust and stable scheduling; however, traditional time buffer sizing methods prone from the several deficiencies. The study introduces improved buffer sizing model with fuzzy assessment in order to calculate the sizes of the time buffers more accurately for the concrete gravity dam and HEPP projects by considering the activities’ durations, activities’ characteristics, activities’ interdependencies and project’s characteristics. Fuzzy logic concepts form the main part of the study and Fuzzy Logic ToolboxTM, built on MATLAB, is used in order to develop the model. 89 causes of delay were found for the concrete gravity dam and HEPP projects by making detailed literature review and brainstorming with the experts. Frequency of occurrence and severity values of them were taken into account as inputs for the model. Applicability of the methodology proposed in this study was illustrated in the hypothetical project. Also, by following the methodology proposed in this study; sizes of the time buffers can be calculated for the other types of the projects.

Timely completion of dam and hydroelectric power plant (HEPP) projects is indispensable for the countries constructing them due to their economic, political, and social impacts. Robust and stable schedules should be created at the beginning of these projects in order to realistically estimate project durations considering uncertainties and variations. This paper proposes a buffer sizing methodology based on fuzzy risk assessment which can be used to calculate time buffers accurately for concrete gravity dam...
Development of an IT-based tool for portfolio assessment and management for construction companies
Bilgin, Gözde; Dikmen Toker, İrem; Özorhon Orakçal, Beliz; Department of Civil Engineering (2019)
Development in the construction industry has leaded most of the construction companies to undertake more complex projects than before, which are generally executed concurrently. Therefore, project management routines of the companies may not support effective management of multi-projects. Project portfolio management approach has been suggested to meet requirements for coordinating multi-projects to meet strategic objectives under limited resources. Since project portfolio management requires a comprehensiv...
Development of a knowledge-based risk mapping tool for International Construction Projects
Yıldız, Açelya Ecem; Dikmen Toker, İrem; Birgönül, Mustafa Talat; Department of Civil Engineering (2012)
Due to its high-risk nature, international construction projects are more vulnerable to adverse changes in project environment and company objectives. To achieve successful project outcomes, early provision of risks has a vital place in managing construction projects. Within the literature, several risk assessment methodologies have been offered to simulate probable consequences of risks. The majority of the proposed methodologies are limited in reflection of real project conditions as they require probabil...
A Multi agent risk analysis and sharing platform for international construction projects
Dağkıran, Gülşah; Dikmen Toker, İrem; Tanyer, Ali Murat; Department of Civil Engineering (2015)
The risks and complexities that are naturally inherent with construction projects and the diverging interests of the parties involved, cause deviations from the project objectives and make claims an unavoidable consequence in construction projects. Risk management is accepted as one of the critical success factors to handle the claim management process effectively. In construction management literature, while there are several studies to develop a mechanism for risk management, decision making and dispute r...
Performance of concrete gravity dams under earthquake effects
Soysal, Berat Feyza; Arıcı, Yalın; Department of Civil Engineering (2014)
Concerns about the seismic safety of gravity dams have increased with the construction of numerous new dams in the developing world as well as the need for the evaluation of existing dam stock in the developed countries. The common procedure for the design of concrete gravity dams has been linear analyses: there is scant experience on the design of such systems using nonlinear analyses as the post-linear behavior and performance limits of gravity dam monoliths are not well known. This study is focused on th...
