This thesis focuses on the process-result relations in conservation activities between involving actors like local administrations, regional councils, project designers and owners of the buildings within the framework of legal and legislative measures in order to understand main problems for various legal procedures during interventions, discuss difficulties of implementations and reach conclusions about blind spots under the light of Regional Council decisions. Avanos urban site is selected for representing and evaluating various conservation processes. For this purpose, structure of this thesis includes literature survey results for conceptual background and case study region, archive researches, brief legal framework studies, site survey analysis and results, comprehensive studies (statistical and contextual) of Regional Council decisions and single building case studies for detailed examinations of conservation processes.
