Climate change is accepted as a global threat, which requires global solutions. The climate policy has witnessed a growing involvement of municipalities over the past 20 years. Urban responses to climate change have become increasingly important when the reluctance of national governments and the failure of international negotiations since the early 2000s are considered. As a city-based initiative to address the climate problem, Transnational Municipal Networks (TMNs) have emerged in order to guide local governments in shaping their local climate change strategies since the early 1990s. These networks provide a platform in which cities benefit from accessing to information, sharing experiences and knowledge with other member cities, technical support and opportunity to access funding through partnerships. This study focuses on understanding the reasons behind the municipalities’ membership to TMNs as well as the outcomes of governing the climate problem through the TMNs with two major aims: the first one being the identification of the motivations and dynamics that led municipalities to become members of the TMNs, and the second being the designation of the extent that these networks affect local policy- and decision-making processes of the member cities. Thus, the empirical research on three cases from Turkey will show what member cities gain from the TMNs in terms of practical and concrete outputs as well as of changes in the local policy- and decision-making processes. The three case municipalities are Gaziantep Metropolitan Municipality, Nilüfer Municipality, and Seferihisar Municipality, which are found to have memberships to several important TMNs.

The use of indicators to assess urban regeneration performance for climate-friendly urban development: the case of Yokohama Minato Mirai 21
Balaban, Osman (Springer, Dordrecht, 2013-01-01)
Climate change is one of the greatest challenges in the twenty-first century. Immediate actions are required to slow down climate change and address its impacts on human life and settlements. Cities can play crucial roles in this respect, as they not just contribute to causes of climate change but also are under severe threat from its impacts. Urban regeneration projects can provide opportunities to make cities more climate-friendly and less vulnerable. However, the potential role of urban regeneration in t...
Prioritization and selection of climate change adaptation measures: a review of the literature
Dogulu, Nilay; Kentel Erdoğan, Elçin (2015-07-03)
Adaptation to climate change is key to reduce associated risks and develop climate resilient communities. Adaptation measures should be designed for both current and future impacts of climate change. Nevertheless, the inherent uncertainty in climate change and its impacts, and also the intrinsic complexity in climate change adaptation process present challenges in developing, planning, and effective implementation of appropriate adaptation strategies in many countries. Despite the improvements, it is due to...
THE EVALUATION OF URBAN TRANSPORT MASTER PLANS IN TURKISH CITIES FROM THE PERSPECTIVE OF CLIMATE CHANGE MITIGATION
Kocakuşak, Ayça; Babalık, Ela; Department of City Planning (2021-7-28)
Climate change is a global challenge that many nations deal with. Consumption patterns and greenhouse gas emission levels indicate that activities in urban areas are one of the main reasons for the climate change problem. Besides, the transportation sector’s role in greenhouse gas emissions and energy consumption is undeniable. In the last decades, the increase in car dependency made it challenging to deal with the problems since private cars significantly impact emission levels. Besides, the ever-growing p...
An Evaluation of Environmental Responsibility and Its Associated Factors: Reflections from PISA 2006
Erbaş, Ayhan Kürşat; Teksöz, Gaye; Öztekin, Ceren (2012-12-01)
Problem statement: Contemporary global environmental problems have highlighted the importance of acting responsibly towards natural resources and the environment. The role of science education in shaping how people interact with the environment, therefore, has gained importance. The science education community has responded to this challenge by helping citizens develop responsibility for environmental issues. Accordingly, "scientific literacy and the environment" was one of the research areas in the Program...
Economics of environmental policy in Turkey: A general equilibrium investigation of the economic evaluation of sectoral emission reduction policies for climate change
Telli, Cagatay; Voyvoda, Ebru; Yeldan, Ernic (2008-03-01)
Research on climate change has intensified on a global scale as evidence on the costs of global warming continues to accumulate. Confronted with such evidence, the European Union set in late 2006 an ambitious target to reduce its greenhouse gas emissions, by 2020, to 20% below the level of 1990; and invited the rest of the developed economies and the developing world to take part with the Kyoto Protocol. Turkey is the only country that appears in the Annex-I list of the United Nations' Rio Summit and yet an...
