The Greater Middle East Initiative and democracy in Muslim states: A Turkish perspective

2006-06-01
This article takes issue with the Greater Middle East Initiative launched by the U.S. administration and endorsed by the G-8 leaders at the Sea Island Summit, June 2004. It also discusses the problem of democracy and modernity in Muslim societies. The article argues that the U.S. initiative came short of meeting the requirements Of promoting democracy in Muslim countries as it lacks a "carrot and stick" approach in respect of the existing regimes. Then, it disagrees with the prevalent views in the West on the incompatibility of Islam with democracy and Muslims being in fierce opposition to modernity. After presenting practical examples showing that Islam is conducive to democracy, the article concludes by emphasizing the need for dialogue with the Muslim masses.

The European Union's strategy towards the Western Balkans: Exclusion or integration?
Türkeş, Mustafa (SAGE Publications, 2006-09-01)
This article analyzes the European Union's strategy towards the Western Balkans as a hegemonic project. The European Commission's strategy is neither total exclusion nor rapid integration. The Commission's aim is to restructure the Western Balkans in line with neoliberalism to prepare the region for the "preincorporation stage." The Commission's major initiatives show that this neoliberal restructuring need not end in full membership but remains an open-ended process. Two components of the Commission's form...
The political economy of peace processes and the women, peace and security agenda
Erturk, Yakin (Informa UK Limited, 2020-07-01)
This article examines why the Women, Peace and Security (WPS) agenda has been so challenging to implement and argues that the political economy of war and peace, driven by a complex network of power, is a deterrent to sustainable and gender-just peace. However, peace initiatives are not a zero-sum game. They are dialectical, offering possibilities for both regressive and transformative change. Although inclusion of women and gender concerns in current peace processes lags behind expectations, the WPS agenda...
A Historical Materialist Analysis of Turkish Foreign Policy: Class, State, and Hegemony
Yalvaç, Faruk (Uluslararasi Iliskiler Dergisi, 2016-01-01)
This article aims to develop a historical materialist analysis to analyse Turkish Foreign Policy (TFP) as part of what I refer to as critical foreign policy studies. The paper utilises a critical political economy approach to TFP based on the Gramscian concept of hegemony and extends it to analyse different foreign policy strategies as hegemonic projects developed by ruling capital classes to sustain their rule. The paper also presents the concept of hegemonic depth to resolve the antinomies involved in und...
The Middle East in Turkey-USA Relations: Managing the Alliance
Altunışık, Meliha (Informa UK Limited, 2013-06-01)
The Middle East has been increasingly factoring into the relations between Turkey and the USA since the end of the cold war. Ironically, the issues related to this region simultaneously intensify and erode the bilateral relations. For the USA, the significance of Turkey has always related to some extent to the Middle East. For Turkey, on the other hand, during the cold war years this connection was not always welcomed. In the aftermath of the cold war, the Middle East became one of the most significant elem...
Europeanization of foreign policy: the case of Turkish foreign policy towards the Black Sea region
Ustun, Cigdem (Informa UK Limited, 2010-01-01)
Turkey's efforts to initiate an active foreign policy towards the Black Sea region in the 1990s were scuttled by Russian influence and an international environment inconducive to multilateralism. When security needs changed in the twenty-first century and the enlargement of the EU reached the Black Sea, a multilateral approach was developed for the region by local and international actors, i.e., the EU and Turkey. In this framework, this article aims to show the changes observed in Turkish foreign policy to...
