The promise of transferable fishing concessions on EU fisheries

Two of the main proposals for the reform of the European Union (EU) Common Fisheries Policy (CFP) in 2011 were related to maximum sustainable yield (MSY) and transferable fishing concessions (TFCs). The European Commission (EC) proposed the goal of achieving MSY for all European fisheries. The EC also proposed implementation of TFCs under some major principles including reserving a part of total quotas for small-scale fishermen in order to prevent the disappearance of small-scale fishing communities in coastal regions. Even though TFCs have not been a major part of the last reform in 2013, we theoretically study what the potential effects of TFCs would be on the achievement process of MSY harvesting conditions under the major principles defined by the EC. We find that the level of reserved quotas for small-scale fishermen does matter since reserving more quotas for small-scale fishermen, using more selective fishing techniques than largescale fishermen, reduces the time needed to achieve MSY.

The Promise of Transferable Fishing Concessions on EU Fisheries
Kanık, Zafer; Küçükşenel, Serkan (2014-04-11)
Two of the primary issues of the next Common Fisheries Policy (CFP) reform are maximum sustainable yield (MSY) and transferable fishing concessions (TFCs). The European Commission set the goal of achieving MSY for all European fisheries by 2015. Besides, the European Commission agreed on implementing TFCs under some major principles including reserving a part of total quotas for small-scale fishermen in order to prevent the disappearance of small-scale fishing communities in coastal regions. The interrelati...
Transferable fishing concessions and EU fisheries

In this paper, we provide a general background on the latest EU fisheries reform process and analyze the potential effects of rights based management systems on EU fisheries. In the latest reform process, the much debated topic was related to Transferable Fishing Concessions, TFCs. This type of rights based management system will be used in all EU fisheries by 2015. We concentrate on ITQs which are the most well-known rights based management system to be able to understand the potential effects of this poli...
Quota implementation of the maximum sustainable yield for age-structured fisheries
Kanik, Zafer; Küçükşenel, Serkan (Elsevier BV, 2016-6)
One of the main goals stated in the proposals for the Common Fisheries Policy (CFP) reform was achieving maximum sustainable yield (MSY) for all European fisheries. In this paper, we propose a fishing rights allocation mechanism or management system, which specifies catch limits for individual fishing fleets to implement MSY harvesting conditions in an age-structured bioeconomic model. An age-structured model in a single species fishery with two fleets having perfect or imperfect fishing selectivity is stud...
Implementation of the maximum sustainable yield under an age structured model
Zafer, Kanık; Küçükşenel, Serkan (2013-06-28)
One of the main goals stated in the proposals for the Common Fisheries Policy (CFP) reform is achieving maximum sustainable yield (MSY) for all European fisheries by 2015. In this paper, we consider the mechanism design problem for allocation of fishing rights to achieve MSY harvesting conditions. We study an age-structured fish population model and apply this model for a fishing environment including two fishermen having perfect or imperfect fishing selectivity. If we assume that fishermen are non-satiated...
Evolution of Black Sea fish stocks under changing environmental and climatic conditions

Here we present a case study toward producing quantitative scientific advice on the application of the EU Common Fisheries Policy (CFP) in the Black Sea. We provide estimates of fishing mortality rates at levels which will lead to rebuilding and maintaining stocks above biomass levels that could produce maximum sustainable yield (MSY) under the IPCC RCP4.5 future climate scenario together with the business as usual (BAU) river discharge scenario. In this study, we have implemented a coupled, basin-scale cir...
