TOWARDS AN ALLIANCE OF EUROPEAN RESEARCH FLEETS (EUROFLEETS )

2013-8-31
The quality of the infrastructures available for marine research affects directly Europe research performance. So marine research infrastructures are considered as key elements of the European Strategy for Marine Research under development. A coherent pan-European approach with enhanced partnership in investment, development and usage of fleets, will have a significant impact to better meet the diverse needs of European marine research. The EUROFLEETS process is based on the recommendations of a recent MB-ESF report. It aims at bringing together the European research fleets owners to enhance their coordination and promote the cost-effective use of their facilities. It will support research services for the monitoring and the sustainable management of the Regional Seas and the Oceans, and will organise a common access to all European scientists on sole condition of scientific excellence. This would enable the EU to reach its ambitious goals about maintaining the ocean biodiversity or understanding climate change. EUROFLEETS aims at: •Working upon common procurement strategy, and build corresponding roadmap on prospective sound bases, •Structuring and durably coordinating, through an e-platform, the way that the research vessels are operated and their interoperability capacities, •Using more cost efficiently the existing European fleets and associated equipment in the frame of the European research Area, •Promoting greener and sustainable research vessel and underwater vehicle operations and design, •Providing all European researchers with access to 19 high performing research vessels from 15 different countries, •Fostering coordinated and joint development of European fleets, thanks to new interoperable software and underwater vehicle payloads, •Developing training and education at sea, •Promoting innovative e-access, •Participating to the European efforts to stay at first rank in the international scientific arena.

Prototype Operational Continuity for the GMES Ocean Monitoring and Forecasting Service (MYOCEAN2)
Özsoy, Emin(2014-9-30)
The main objective of the MyOcean2 project will be to operate a rigorous, robust and sustainable Ocean Monitoring and Forecasting component of the GMES Marine Service (OMF/GMS) delivering ocean physical state and ecosystem information to intermediate and downstream users in the areas of marine safety, marine resources, marine and coastal environment and climate, seasonal and weather forecasting. This is highly consistent with the objective of the FP7 Space Work Programme to support a European Space Polic...
Brain drain from Turkey : an empirical investigation of the determinants of skilled migration and student non-return
Güngör, Nil Demet; Tansel, Aysıt; Department of Economics (2004)
This study deals with skilled migration from a developing country perspective. The migration of skilled individuals from developing countries to developed countries is often viewed as a costly subsidy from the poor nations to the rich, and a threat to their economic development. The first part of the study brings up to date both the theoretical and the policy debate on the impact of skilled migration on the sending economies. The second purpose of the study is to take a closer look at the motivations for sk...
Analyzing foresight studies in converging technologies of EU, USA and Turkey
Çalışır, İbrahim; Geray, Haluk; Department of Science and Technology Policy Studies (2006)
The aim of this study is to examine the situation of converging technologies - nano technology, biotechnology, information technologies, and cognitive science - in Turkish foresight study and to analyze situation of Turkey. The research on convergence in Turkish foresight is carried out in the first foresight study of Turkey, Vision2023 consisting of Delphi Report, Panel Reports and Strategy Reports. All of these reports are investigated thoroughly to find out the statements about the converging technologie...
The determinants of financial development and private sector credits : evidence from panel data
Söğüt, Erzen; Özmen, Erdal; Department of Economics (2008)
This study investigates the determinants of financial development and private sector credits for a panel of 85 developing and industrial countries using annual data from 1980 to 2006. The results from the panel cross-sectional fixed effects procedure suggest that an increase in the public sector credits and central government debt leads to a decrease in private sector credits in low income and lower middle income counties. For this group of countries, public sector credits, albeit leading to a financial cro...
Revisiting the fisher effect for developed and developing countries : a bounds test approach
Bacı, Duygu; Akbostancı Özkazanç, Elif; Department of Economics (2007)
This study investigates the Fisher Effect for a sample of ten developed countries and ten developing countries. The study examines whether the nominal interest rate adjusts to the expected inflation rate in the long run. The distinction between the developed countries and developing countries also enables to identify special conditions under which Fisher Effect is more likely to hold. To analyze the long run relationship between the nominal interest rate and expected inflation rate, Bounds test approach of ...
